Is my mom selfish?

My mom makes most of the money, my dad is retired military, but thats probably the reason she spends so much on herself. we're not rich but we're not poor. we're average but my mom seems to always buy herself things like clothes and stuff, but she seldom buys me any new clothes. when we moved to our new house she bought me one pair of sandals that im still using to this day. its the only pair of footwear i have. but yesterday she made me wait for 2 hours for her at b so she could buy herself 2 more leather pairs of shoes. she says she'll pay me for doing certain chores but then she never pays up. its been around 7 months now that she hasnt paid a cent. when i refuse to do something i dont want to, she says, "okay, but your not getting any of that money". she uses this against me even for stupid things like getting her water, picking up the phone right next to her, when im in the other room, and being with her in the pool. so i have no choice because i need the money. any advice?
