With the new health care will all my medical records be put into a national data base?

If it is, I don't like this, if it's open to every Doctor then when I get a second opinion the first Doc might feel like I'm checking up on Him/Her and treat me differently or my second opinion doctors opinion may be tainted by the first doctor.
